Sweden losing pace?

Every now and then people complain that Sweden is losing pace compared to other countries. I don't whether that is as true as some argue or not. I know one thing though. There has obviously not been enough research on the energy problem. We had the nuclear voting in March 1980 where the people said that in Sweden, nuclear power is to have been phased out by the year 2010. 27 years later and the power plants are still here...

"Sweden second on research top

Sweden stakes* relatively more on research and development than any other country in the world, except for Israel, according to SCB**. But as a proportion of the Gross National Product (GNP) the investments has dropped from 3,95 to 3,88 percent."
